Consultation has concluded

The Tallawarra lands area is a 535.9ha precinct, located on the western side of Lake Illawarra. The site is bounded by Lake Illawarra shoreline to the east, Haywards Bay shoreline to the south, the Princes Highway and Cormack Avenue to the west and Carlyle Avenue/ Mount Brown Reserve/ Wyndarra Way/ Hector Harvey Park to the north.

The site has been used for power generation since the 1950s, with additional rural uses continuing on parts of the site. In 2003 the former coal-fired power station site was sold to a private energy company (TruEnergy). The company constructed the current Tallawarra A gas-fired power station which occupies 32.5ha and is now operated by Energy Australia. A second gas-fired power station, Tallawarra B, is under construction.

Between 2006 and 2008, a draft Local Environmental Study was prepared to guide future outcomes for the balance of the site. Given the large area and proximity to the Princes Highway and power station, employment generating land uses were considered a priority. The conservation of the environmental qualities of the site were also identified as a priority.

In 2010 as part of the Wollongong Local Environmental Plan (LEP) 2009, the site was rezoned to a mix of employment, residential and conservation zones.


What is a Planning Agreement?

This is a voluntary arrangement between a developer and Council, used for or applied towards the provision of public infrastructure or another public purpose.

What is proposed?

Bridgehill (Tallawarra) Pty Ltd (the developer) and Energy Australia Tallawarra Pty Ltd have requested that Council enter into a Planning Agreement for the provision of a number of infrastructure items including new link roads, upgrades to existing roads, the provision of open spaces, upgrades to Hector Harvey Park, shared use pathways, cycling facilities and environmental outcomes.

The Draft Planning Agreement for Tallawarra is in association with DA-2020/1332 as per the Tallawarra Lands Concept Plan (MP 09_0131) approved by the Planning Assessment Commission of New South Wales on 23 May 2013.

Exhibition period:

Council resolved on 27 November 2023 that the Draft Planning Agreement for Tallawarra be on exhibition to enable community comment. It is open for feedback from Saturday 17 February to Sunday 17 March 2024 and can be viewed:
