We are seeking feedback on the Draft Helensburgh Park Crown Reserves Plan of Management (PoM). The Crown land under this PoM includes Charles Harper Park, Rex Jackson Park and Helensburgh Memorial Pool.

The Department of Planning and Environment - Crown Lands identifies these places as 'Helensburgh Park Crown Reserves Numbers 500345 and 500340.' To comply with the Crown Land Management Act 2016 (CLM Act), Council has prepared the Draft Helensburgh Park Crown Reserves Plan of Management.

The PoM proposes that land near the pool would be the potential new site for the Helensburgh Community Centre and Library. Under the PoM, existing uses and developments with a public recreation purpose are permissible and can be maintained, upgraded or improved into the future. The PoM also provides Council with the ability to grant licences or leases beyond the current transitional arrangements available under the Crown Land Management Act Regulation 2018.

In July 2022, following a resolution by Council to do so, an earlier version of this PoM was referred to the Minister for Lands and Property seeking approval to place it on public exhibition. The Minister required a few changes to be made and while Council has incorporated the required changes into this draft, there has been no change to the overall aim of the PoM (as reported to Council on 18 July 2022). The current draft PoM was approved for public exhibition in June 2023.
